The governing council of the UN's International Maritime Organization resolved that countries should reject Iran's efforts to impose sovereignty over the Strait of Hormuz and Tehran's unilateral move to create a body to control traffic and charge fees through the waterway. The resolution put international shipping authority behind the U.S. and Gulf position that the strait must stay open to all.

Context

An IMO rebuke strips legal cover from Iran's fee-and-control plan, hardening the international line that the strait is an open international waterway and narrowing Tehran's room to legitimize any toll regime.
